Disable form activity on certain period of month

This feature allows you to disable form submission on certain period of month.
syntax:

form_is_not_active = from week_in_month, day_of_week to week_in_month, day_of_week [ + ...]

week_in_month - number of week in month (digit)
day_of_week - day of week (Mo, Tu, We, Th, Fr, Sa, Su)
Example:

form_is_not_active = from 1, We to 1, Sa + from 2, We to 3, Th

means: form is not active from first Wensday of month to first Saturday of month or from first Wensday of month to third Thursday of month
